Portfolio Manager - Submarines
Paul is a Principal Consultant at BMT Hi-Q Sigma and also the Submarines Portfolio Manager overseeing the delivery and management of all related projects. Paul joined BMT Hi-Q Sigma in January 2008 as the Capability Lead for Investment Analysis and during his time in BMT Hi-Q Sigma, he has grown a successful business which brings many years of experience in the provision of impartial cost management services that deliver robust, soundly based programme cost estimates at all stages of the procurement lifecycle. Paul is also a member of the committee for the Society of Cost Analysis and Forecasting (SCAF) and a Certified Cost Estimator and Analyst (CCEA). Prior to joining BMT Hi-Q Sigma, Paul enjoyed a very successful 20 year career with the UK Ministry of Defence. In the final eight years of Paul’s MOD career he specialised in Cost Forecasting, Risk Management and Estimating Assurance whilst working in the Cost Assurance and Analysis Service (CAAS) organisation.
Academically Paul has studied for, and successfully completed, a BEng(Hons) degree in Electronic and Communication Engineering, followed by a secondment to undertake a Masters Degree in Business Administration (MBA) and has a PhD in Risk Management and Through Life Costing. Through his experience, training and qualifications Paul has achieved Chartered Engineer status and Membership of the Institute of Engineering and Technology (IET). Paul is also a Practitioner in Management of Portfolios and an Advanced Practitioner in Managing Successful Programmes.
Paul has recently carried out cost estimating and project management tasks in DE&S, Front Line Commands, ISS and the Home Office. These projects have consisted of cost model development, data capture, cost estimating and Programme Maturity Assessments, as well as production of reports including Investment Appraisals, CONOPS, CONUSE and Business Cases. Paul’s motivation is to do the best for his customers and to take the opportunity to transfer knowledge and experience to both customers and colleagues.
