We were involved in introducing Portfolio and Programme Support Functions and practises to Army HQ

P3M Support to Army HQ

"The Army’s eyes have been opened to what operating in the delegated era really should entail. You have been instrumental in setting the Capability Area on the right path to achieving better results in the future through improved oversight based on a consistent and coherent approach to recording and analysing information on the progress made in P3M. It is not an over statement to suggest that these results will be crucial to the men and women in the Field Army getting what they need to do their job in the future." - Col Jon Swift, AD Cap Plans

What benefits did we deliver?

We have helped put in place the structures, processes and artefacts required for managing Capability Change programmes into Army HQ.  This will ensure:

  • Better deliver of Capability Programmes
  • Greater decision making confidence
  • Improved Balance of Investment
  • Common language through P3M

Through mentoring staff while maintaining critical processes, BMT Hi-Q Sigma were able to develop staff’s knowledge and skills for sustainable management, including MSP, risk management, benefits management and governance.

What was the challenge?

In line with the defence reform, managing the development and delivery of military capabilities is one of the most significant objectives for UK FLCs. Army HQ needed to develop its P3M capability to come into line with the Cabinet Office’s direction for all public funded programmes.

What was our solution?

Through embedding our team within all relevant departments, we were able to understand the 20 plus programmes (circa £40Bn) and their constituent projects. This enabled us to build and test a support framework for consistent reporting, as well as provide a consistent set of project and programme management products. In essence, this involved development of a Target Operating Model and the implementation of the majority of guidance provided in the Axelos Managing Successful Programmes (MSP) and Management of Portfolios (MOP).
